Skills in Red?

I'm new to the game, playing with a level 10 Shadow Warrior. I have a question about equipment that grants a bonus to skills. For example, I have some relics with +1 bargaining and +1 enhanced perception, but the "+1 Bargaining", for example, is red. When I equip these items, do I get that skill bonus? Do I need to already have a point in that skill before I get the bonus or no?

Any mods on equip for skills you do not have will show up in red. You have to have selected that skill to receive any bonuses from it
