Tailing Quest - Cannot finish please help

Ok, got to the part when you receive the quest to hurry and follow the guy, but, the quest marker sits on the dude and he goes nowhere at all! I have left my guy sit for 45+ mins waiting and re-logged, waited till next day, and yet, I still cannot finish the quest! Any ideas or is it glitched?

Is this the quest near Black Oaks? Where you just killed a bunch of guys near a camp and then were told to follow someone? Perhaps the person you are meant to follow has gone to where he goes, and guy you are trying to follow is the one who gave you the quest?

 

I have provided a screenshot and map to show where he goes, perhaps try to enter dungeon and see if it fixes quest.

I`ve got the exact same problem, the quest is to follow the arms dealer. Unfortunatly, as in the above screenshot, you follow the AD into that cellar behind the house and a fight errupts..... after the fight the quest marker points outside, I go outside and the marker jumps to just inside the south opening near the crop fields, but there is noone there, there is no cave/cellar, nothing highlights I.e trees, rocks or even the ground. I think this might be bugged or something, is there a way to finish this quest ?!?

Go back in cellar, turn camera around and notice another exit right next to the entrance you came in. Go through there and it leads to a cavern with a boat. Take boat and get next part of quest

 

Be careful, the guy you have to escort is suicidal and may kill himself on 1st rat in cellar. SO watch his health until you get rid of him - best approach is just go direct to quest marker with him as fast as possible
