Unaccessible quest?

I found a quest I couldn't access -- it's north of Artamark's Gate; see below. Any clues?

Ahh the question mark north of your position on the small island? Interesting. I'll fire up and see what I can find there. Be right back with news.

 

Its a Quest called "The lighthouse Keeper". The island is accessible, I used a Shadow Warrior to look around, seems you need to jump across the bit of water to the island. I did this with my Belligerent Vault.

You need to go through the dungeon you standing nearest to get to the "Volcano Island" where the quest is.

In the Dungeon you get a quest to punish a traitor on the way.

 

I honestly don't know why the landlord is standing about 50 meters away from the lighthouse keeper. He could have brought him his resignation all by himself.

Haha indeed, have wondered about the same thing myself while doing that quest, quite a lazy one that needs an errand boy to go the "whole" way over the bridge to deliver it.
