Because right now it does not increase the damage by that much if you have some +xx% damage. It only increases your weapon's base damage by xx% when at 25% (or 35%) exemple: -you have +300% DOEP -you have a weapon that deals 1000 damage without bonuses -with your gear you have +120% damage that means that at full HP, you will deal 2200 damage. When at 25% HP, you will deal 4200 damage instead of the 6600 that you would deal if DOEP occured AFTER gear bonus That's a big difference, and it's really annoying to see this with my inquisitor, because right now it's like if it added around 160% damage instead of 280%. I don't think it's worth it to be at 35% HP to gain only 160% damage... Link to comment
