Well, I was fooling around like 15 mins ago with my little Mesmer in Queensdale, when that happened... You can check the screens. I thought legendary weapons can't be transmuted with others, but this guy sure had the animation, weapon looks and everything. Then he went around whining that he needed obsidian shards and that they are downright expensive.

 

I'll let you judge for yourself, as I am not that well versed with Legendaries. I haven't done any transmutations too (yet). In any case, some fun screens to look at.

Yes, Legendaries can be transmuted. Originally, they kept their visual effects but lost the official "Legendary" status. No one cared until ANet announced the gear treadmill and that Legendaries would always be bumped up to top-tier. Then people were upset and calling for a fix. Not sure if one every came through though.

 

I also know that you can use skins on lower level items through multiple transmutations.
