Pesmontis nabbed this staff from the Carnach and used his shrink ray to shrink it down to size. It's still covered in flames like you wouldn't believe so get your oven mitts before handling.

 

If you play my mod Diablo 2 Fallen, you will actually get this weapon as a reward for defeating the Carnach.
