75 Mastery (question regarding +skill items)

Does the tooltip change once you actually mastered the skill? (I.e. The red font regarding the double hit that comes from mastering dual wield) Do you have to put 75 hard points into it before it actually acknowledges it?

Yes. One you get skill mastery the game literally calls on a completely different tooltip with more information.

Yeah, only hard points area accounted for mastery level. If you have the CM Patch installed you'll also have a visual aid on the skill icon noticing that it's now mastered.
