Is there any specific level you need to be able to make the quest / get the mount? Or can you run and get it at level 1?

If you're playing in free play, you have to take the special mount quest , from the beginning, everytime you jump on, which starts at Uthroks Moxie, If I'm not mistaken, Every time your mount gets canned. Hmm maybe stupid question, but how do you get it back? I have been trying to go to the merchant who sold me the mount, but he aint there anymore? Tried on both Silver and Bronze, both with me making the game, and my friend making one.
