Whats it mean when, in the mastery text, it says - * Additionally, master weapons can be used?

Is this a good skill for an archer build Dryad, or is Tactics Lore a better idea?

Once you get around level 70 you'll start finding weapons that need the Ranged Mastery (75 points) to unlock mods found on it
