Although not sure how exactly this number is utilized. Socket counts as a bonus, so does bonus damage (a weapon can have a fire + magic damage bonus, which takes 2 bonuses). That is the reason why rare items from tier 12 have the potential of being better than a rare item from tiers 9-11, as they can have one more bonus spawn on them (5 vs 4). 13-15 are Uniques, Sets and Legendaries. My guess as to why setting it all to 20 does nothing is that 4 is probably the cap. So you might try setting it all to 4 and see if you start seeing white items with an abnormally high number of bonuses. Or it might be hardcoded to item rarity and changing the amounts does nothing. Never really tested it. EDIT: Examples: 1) A rare item from tier 12. 5 bonuses total, 2 used for the bonus magic and fire damage, and then 3 bonuses for Wounds Increase Damage Dealt, Chance to Block Spells and Chance to Hit Additional Opponents. 2) A rare item from tiers 9-11. One bonus used for the extra Ice armor, the rest for XP per kill, Defense Value, Defense Value. 3) Another rare item with 4 bonuses. 2 used for 2 silver sockets, 1 for extra Ice damage and 1 for Chance to Halve Regen.
