Does reading runes in Combat Arts increase regen times for other Combat Arts?

On the hint load pages it says that its better to focus only on Combat Arts you are going to use and it says something about regen times.

Only the "Buffs" will have that effect. And only if you have the buff "active", obviously.

 

Reading 20000 runes into Demonic Blow will have no effect on the regen time of Frenzied Rampage.
