Item Modifiers

Hey guys, I'm here with yet another question but this one sorta pertains to what I asked earlier in my Modding Post about The Item Codes...Anyway, as the topic states the question has to do with the Item Modifier "Cannot Evade"! My question now, is this on the console because yes I'm a console and PC player?! The reason I ask if it's on the console is because I've never seen it but my buddy who's played alot longer than I have says it is...And also I just ask about it because I was wondering if with the Pre-Patch update still on the consoles, if the modifier does actually exsist, could it be a way around Block Chance?!

It should be on the consoles, there weren't many item modifiers added in the various PC patches (Direct Damage springs to mind) & no, it wouldn't help with block since it's anti-evade.
