Inquisitor needs help whats wrong w/ this picture character sheet

tried pvp 3 seperate times now and can't seem to hit or apply damage to pvp opponents of relative character level:) Its like im just swing at air:) They seem to have no problem hitting & damaging me w/ regular & dot attacks. Tips or critiques on where my problems lie would be greatly apprieciated.. Heres my character sheet:

I can tell you right off the bat - your attack rating is really low for PVP.

 

 

But more info is needed - What other CAs are you using?

yeah been trying to work on attack rating lately, ca callous ex has the most points spent and is my primary. What do you think about magic defence? Will spell resistance help this low number?
