Is it possible to view the base levels of your skills before bonuses without taking off all your armour?

No, but this feature has been asked for many times and would be useful

Also, what causes items to give more bonuses when socketed?

 

For instance I socketed a ring with +1 all skills and +1 constitution, but when socketed it gave +2 to both.

Depends on the quality of the socket, bronze, silver or gold (with gold giving the highest bonus)

sorry, another question, where do you view set bonuses?

Hover the cursor over the little helmet icon in your inventory window.

It only shows information when you actually have a set item equipped.
