Did I mess up my build?

I am fallowing this pure caster Inquisitor build http://darkmatters.org/forums/index.php?showtopic=12102

 

And it says its very gear dependable and I really like the play style of this build so I decided to do it even tho I dont have any shoppers. I took barganing instead of toughness my question is will this cripple the build? or does it not matter at all? Also should I drop dual weild instead of toughness? and how many points should I put in barg total?
