What is the Advanced configuration tool from Prism's guide?

I'm new to sacred and I've been reading some posts lately, One thing in particular I was wondering about, what is the Advanced configuration tool? I read about it in Prisms excellent SP Guide and I'd like to get it but the link to it is broken. Does anyone have one they'd email me, or point me in the right direction. Also will it work with the steam version of Sacred Gold...thanks in advance
