Basically is weaken a solid 20% reduction or is it possible to stack?

is weaken a solid 20% reduction or is it possible to stack? is it more valuable to a non caster toon ex dryad, sw or can a HE get good use out of it somehow?

The 20% weaken is a 20% increased chance to weaken,its works good with any char. One set up is having a dw seraphim with 2 quetztals first strike swords one with magic one with poison modifiers.The magic damage will give you a higher chance to weaken and the poison will have more of an effect;in short you will have multiple chances to cause different secondary effects.Try making a high elf with sword weapons,it gives you more options and magic coup becomes more useful.
