Bad Mood - Glitch or Something funky with this quest?

The first time I ran all my characters through Teardrop Hamlet, this quest was only active for the inquisitor. It was not active for my shadow High Elf. As soon as I completed Protection Money there was a question mark over the quest giver for this quest. I think I have found some kind of glitch or something with this quest.

 

I have put a note in this quest that it is shadow only but might not show up until after some of the other quests in Teardrop Hamlet have been completed.

 

I'm wondering if anyone else has experienced this.
