Changing weapon mod percentages?

as title says, how would I go about changing the percentages of the mods on a weapon

 

ex: changing deathblow from 18 perecent to 90 percent

or

regen per hit .4s to say 4s

 

ive found say a ring with regen per hit on it and it is as follows
