With No Focus Skill, What's the 'Cap' on CA Levels?

Ok, I know that if you don't take an aspect's Focus skill that your CA levels for that aspect start to go up only by decimal points, with diminishing returns. My question is, does it ever 'diminish' to below .1 (point 1) increase, I.e. does it ever get to zero? If so, once it starts raising the CAs by zero, that's your 'cap' right there. But if not, technically you should be able to raise the CAs by .1 as high as you want (yes, this would take way longer but still, there'd be no 'cap').

 

Or, is there some other imposed cap on the amount of levels you can learn for an aspect's CAs when you have no Focus skill? I ask this because someone told me that he thinks it caps at level 50, but isn't sure. So, here I am, asking you experts, in order to MAKE sure

I think Antitrust was able to get a CA up to level fifty by putting in a few hundred runes with no focus.

hmmm, or was it level ten?
