Blue circles

Does anyone know what are the blue circles in the item slots?

Both forge and socketed items have them take a look.

Hmmm are those niob items? I think it's from the niob or plat quality of a forge slot, when you forge something in it you get that circle,

 

I could be wrong, you could try checking the bronze, silver, gold, etc. forge qualities and see if they have a circle with their color when you forge something..

This is interesting. I'm thinking the same thing as Chareos...that they could be indicators of level when socketed. Schot says he has seen both orange as well as blue appear his sockets.
