Increase Damage of Enraged Players?

So I recently picked a level 77 Sword of the Blood Dryads and forged it with some nice mods but I noticed that in the static mods, that are included in the sword, there was this:

 

Damage of enraged players +193.6%

 

I was completely new to Sacred 2 up until about 3 weeks ago and thought I saw everything but I have no idea what this is. Is the "enrage" part of the mod mean that if you have some sort of temp buff on you, the damage increase will apply or how does it work?

 

I've done a search on the forums for an answer and some gave me a little perspective on it but not a concise answer, so if anyone is willing to help explain I'd appreciate it.

It's similar to WIDD (Wounds increase damage dealt) from S1.

 

The less health you have, the more damage you do
