Warding Energy* - Is it effective?

Is it really that effective is it a must need for plat/niob?

I find some aspects on xbox at least are bugged, well not really bugged, just lacking some info. there is no sheild level bar or anything to say how much damage was mitigated.

 

It really sucks to be running around with the buff on, fight some mobs just to have your sheild drop on the next mob you fight causing the sheild to be down for the whole next mob fight, Its either that or you wait 20-40 seconds out of combat just to make sure your sheild fully charges back up before your next fight Leading to grinding taking forever
