Blacksmithing at 75 hardpoints?

A guy I was playing with in free world earlier today was talking to me about how his TG level 106 (I think it was) gained the ability to socket things away from blacksmith npc at 75 hardpoints. He was not on his TG so I couldn't test him but it just came up in casual conversation and he seemed to be under the impression that it was intended to be that way so it sounded quite convincing. Obviously there could have been a miscommunication between us or something... but it is something to think about. Anyone have 75 hardpoints in BS on XboX and it does/does not work for them?
