Casting Speed Versus Attack Speed

Hey guys, I'd just like to know what you're take on this is. Are the two the same, but only merit a different description if one is being executed for a non-magical Combat Art, and the other for a magical Combat Art?

 

If a High Elf is using, let's say, a weapon slot and then a different casting slot for her Combat Arts... will each of the two modifiers be needed to increase the execution speed of the CA coming from each slot?

One affect's weapons & weapon-based CAs, the other affects non-weapon-based CAs.

Perfect. Finally a simple answer for Sacred I guess what I can do is start putting into all the Combat Art pages of the wiki which of the two affect a particular Combat Art.

 

This would hugely help players when picking mods.
