Not normally no. Unless you are playing a freeplay game in multiplayer in which case you can just leave the server/game and join a new one where you can redo any and all quests to your hearts content.

 

As for using cheats to do it...I'm not so sure that there are any cheats at all, but its not something ive looked into.

If you failed a quest like an escort died and you want that completed (perhaps you are seeing how many quests you can complete?) then I don't know how to help you.

 

 

But if you just want to repeat quests for xp, items, and boss killing in multiplayer create a freeplay game if its closed net. I guess open net chars are also single player so they can have the same solution as single player. That would be to just create a LAN game (only nobody else will join it) and that is essentially a freeplay game. The whole world is fresh although there is no main quest AFAIK.
