I was playing online when I got it and the guy I was playing with wasn't jelouse at all!

Wasn't there a post somewhere saying that "Opponent's chance to (Magic-type proc)" mod is bugged so that it lowers YOUR chance to proc secondary damage?

 

I haven't leveled my HE up much but I would expect the best shield in the game to have some sort of Shield Lore modifier so that it would get better as your Shield Lore got higher.

You will find majority of the elves prefer this shield due to the armor and survival increase. That one socket wont make up for the armor + bonus from shield lore. Chance to block? Im not about luck, I wanna KNOW my ratings.
