AreaNet confirmed in a forum post that the final quest (completed at level 80) loot bags rewarding low level blues and greens is 'not intentional'.

The post says they are, 'looking into the issue'.

 

If you are like me, and have already completed the final level 80 quest, and opened the crappy bag of loot...I don't know what to say.

 

Hopefully AreaNet gives us a fix on this because I, for one, feel cheated.
